Under Japan's Liquor Tax Act, liqueurs are defined as "alcoholic beverages made from alcoholic beverages, sugars, or other ingredients, with an extract content of 2% or more (excluding sake, synthetic sake, shochu, mirin, beer, fruit liquor, sweet fruit liquor, whiskey, brandy, raw alcohol, happoshu, other brewed alcohol, and powdered alcohol)." This is a rather difficult definition to understand, but it primarily includes plum liquor and products that use various fruits.
